All three passengers have now been extricated from the vehicle.
They were treated at the scene by ACT Ambulance Service intensive-care paramedics for minor injuries and are being transported to The Canberra Hospital in a stable condition.
The Toll rescue helicopter was turned back when it was determined the passengers' injuries were minor.
